 Effective, February 3, 2023 Hill Country Community Action Association, Inc. will be soliciting proposals from qualified service contractors eligible to work in the State of Texas for the following subcontracts on behalf of HCCAA, Inc., agency facilities and the Weatherization and Comprehensive Energy Assistance Program grants awarded thr

 Effective, February 3, 2023 Hill Country Community Action Association, Inc. will be soliciting proposals from qualified service contractors eligible to work in the State of Texas for the following subcontracts on behalf of HCCAA, Inc., agency facilities and the Weatherization and Comprehensive Energy Assistance Program grants awarded through the Texas Department of Housing and Community Affairs (TDHCA):  

  1. Mechanical Contractor to repair, install, and provide units for air conditioning and heating measures as well as any other mechanical measures as outlined in the proposal packet. 

The areas covered will include the following counties: 

Bell, Burnet, Coryell, Erath, Hamilton, Lampasas, Llano, Mason, Milam, Mills, San Saba, Somervell, and Williamson. 

Competitive Proposal   

Instruction packets can be obtained by contacting HCCAA, Inc., P.O. Box 846, San Saba, Texas  76877 or calling (325) 372-5167 ext. 271, 275, 246, 228, 234 or picked up at our Central Office located at 2905 West Wallace, San Saba, Texas.   

Pre-Bid Conference 

A Pre-Bid Conference will be held on Thursday, March 9, 2023, from 2-5 p.m. at the HCCAA Central Office located at 2905 West Wallace, San Saba, Texas to answer questions from potential bidders.     

Deadline 

The completed proposal must be received at our Central Office no later than 10:30 a.m. on Thursday, March 16, 2023.    Bids will be publicly opened at 10:30 a.m. on Thursday, March 16, 2023, at our Central Office located at 2905 W. Wallace, San Saba.   Only complete packets will be eligible to compete.  Subcontract will not be awarded at opening.  The final selection process will be a competitive proposal based on price and other written selection criteria.  Bids will be awarded on Wednesday, March 22, 2023.

The El Paso Community Action Program Project BRAVO, Inc. (hereafter “Project BRAVO” or “Agency”) is a nonprofit organization that is soliciting proposals from experienced and independent firms (hereafter “Firms” or “Offerors”) relative to the annual financial and compliance audit and for the preparation of the IRS Form 990.

The El Paso Community Action Program Project BRAVO, Inc. (hereafter “Project BRAVO” or “Agency”) is a nonprofit organization that is soliciting proposals from experienced and independent firms (hereafter “Firms” or “Offerors”) relative to the annual financial and compliance audit and for the preparation of the IRS Form 990. 

If a contract is awarded pursuant to this solicitation, the initial scope of work will cover Project BRAVO’s fiscal and compliance audit for January 1, 2022 to December 31, 2022 that must be completed no later than July 31, 2023, and the 2022 Form 990 to be completed no later than September 14, 2023. 

At Project BRAVO’s option, the contract may be extended for an additional four (4) one-year consecutive renewals; contingent upon satisfactory performance, need, and availability of funds. Only Certified Public Accountants licensed to do business in the State of Texas may respond to this RFP. 

The Request for Proposal (RFP) packet is available from November 18, 2022 to December 19, 2022. The deadline for submission of responses to the RFP is December 21, 2022 at 2:00 PM (MST). Proposals must be delivered per the instructions in the RFP by the deadline to be considered.

Quality Control Inspector Request for Quotes

South Plains Community Action Association, Inc. (SPCAA) is requesting quotes for a certified Quality Control Inspector to conduct final inspections for the Weatherization Assistance

Program.


The Quality Control Inspector will be responsible for conducting QCI Final Inspections on all units completed under the DOE contract.

South Plains Community Action Association, Inc. (SPCAA) is requesting quotes for a certified Quality Control Inspector to conduct final inspections for the Weatherization Assistance

Program.


The Quality Control Inspector will be responsible for conducting QCI Final Inspections on all units completed under the DOE contract.


The Final Inspection must include an assessment of the energy audit that confirms the accuracy of the field site data collection, energy audit software inputs, and that measures called for on the work order were appropriate and in accordance with the SPCAA energy audit procedures

and protocols approved by DOE QCI process on each unit shall have a complete Quality Control Inspection according to the NREL Multi-Family or Single Family QCI JTAs.


The SPCAA Weatherization Staff will be responsible for overseeing all other aspects of Weatherization work, including the initial inspection, energy audits, work-order, project

oversight, and pre-final inspections of all completed weatherization work.


The SPCAA Weatherization service area includes the counties of Bailey, Cochran, Crosby, Dickens, Floyd, Garza, Hale, Hockley, King, Lamb, Lubbock, Lynn, Motley, Terry, and Yoakum. SPCAA estimates that a minimum of 15-20 units annually, will be required to be inspected by a certified Quality Control Inspector within the 15-County service area.


SPCAA reserves the right to reject any or all quotes, or any part thereof, to waive irregularities that it considers nonmaterial to the quote, and to award the quote solely as it deems to be in the best interest of the Organization.


The successful bidder will be required to provide a copy of active BPI QCI certification prior to performing any QCI Inspections.
