The federal Weatherization Assistance Program began in 1976 in response to the energy crisis. The U.S. Department of Energy provides funding for the program. In Texas, the Texas Department of Housing and Community Affairs administers the funds through a network of agencies that provide weatherization services in every county in the state.
How Weatherization Works
It saves low-income Texans money on their energy bills and makes their homes more comfortable. Even more importantly, it makes their homes safer, since the Texas heat threatens the health of many elderly, disabled people, and young children. Through the weatherization assessment process, workers test appliances for carbon monoxide and may be able to address other health hazards.
